Textfiles for `noarch: generic` or `noarch: python` should have the unix line ending

I believe we should normalize the line ending for most (or all) files to the UNIX line ending when building noarch: generic or noarch: python packages.

This is so that the packages are reproducible on a Windows vs. Unix machine.
