allow for always_copy

Problem description

Hi, I've been trying to set up pixi environments on a ExFAT formatted SSD and running into trouble because symbolic links arent supported. I think that this might be fixable by exposing Rattler's always_copy option somewhere in a pixi.toml or config.toml?
