fix: unify reqwest Client for self_update when downloading archives

  1. let self_update subcommand download the pixi pre-built binary archives with project unified reqwest Client. (ps, still use raw Client for resolving the latest release version.)
  2. add option --force-latest to self_update to download the latest release directly.

@ruben-arts the --force-releas part is reverted and will moved to another pr. this one is forced on the reqwest handling.
