Update versions and README

This PR:

  • Adds a note in the README that users should look at the master branch, or download a release (aiming to switch the default branch to develop).
  • Updates the preCICE and OpenFOAM versions in the Quickstart.
  • Adds a table that maps Ubuntu/Debian versions to Debian packages. Many users blindly copy-paste from here and face issues with dependencies, I hope this makes it prominent and clean enough. This is anyway a page we update with every new preCICE release.
  • Updates the example/reference versions for the system tests. Some of these releases are pending.

I am waiting for whether we will have preCICE v3.0.1, otherwise we should merge this before releasing the tutorials.
