Config option to disable interstitial size calculations

PBS currently calculates interstitial sizes for any banner imp with imp.instl = 1 based on min/max heights/widths derived from various sources. We would like to disable this behavior through a host config flag. The flag would default to the current behavior of enabled to ensure backwards compatibility.
