Support general GET interface
The audio committee has asked for an improved/generalized GET interface to Prebid Server.

There are 3 core components to support these requirements. This issue tracks the development of the GET interface.

Finished the review with the community. The entire document has now been successfully reviewed multiple times and we can start progressing on the items.
@sigma-software-prebid has expressed interest in this one for Go.
