[plugin] Fetch external assets to serve locally

There should be a plugin that will fetch any external assets referred to in the site (images, script, stylesheets) to serve locally.

Or at least, this should be real easy to do. This is one part of Mojoicious::Plugin::AssetPack that is really helpful.

Assets should be cached in the .statocles directory.
