[linkcheck] Look for #fragment inside of linked document

Though our URL may be complete and correct, it may not be pointing at a valid fragment anymore. We should check inside the document to ensure the fragment is pointing to an element with the given id or name.

However, since fragments are widely used for deep-linking in web applications, we should probably make this individual feature toggleable with an attribute.
