Temporal Upscaling not showing on REFramework

I am currently having an issue with the Temporal Upscaler not showing up on the REFramework menu. If anyone could help with this issue, it would be greatly appreciated. I have all the corresponding files in the correct location and have been trying to figure this out for the past two days. I attempted to download a older version of Reframework but the download link had expired already.

DId you find a fix? I cannot get it to show up eitther. I don't understand how to download pd-upscaler specific releases
