formatIRCMsg produces empty span tags

If it encounters a formatting like "\00312\002" . $Number . "\017" it will turn it into this: <span class="irc-fg12"></span><span class="irc-bold irc-fg12">1</span>

As you can see, there is an empty tag for the colour, which is being closed due to bold instruction.

Don't mind the irc- classes, I was experimenting with using it in lounge, when I ran into this
