[Devanagari] Stacked ligature of la+halant+la

In Marathi locale ल्ल ligature is not proper. Need fix for this.

Shriramana Sharma has given designs, only issue i feel is with height it took. https://bugzilla.redhat.com/attachment.cgi?id=601282

Need some work before pushing this into final.
