Illegal characters in file name for windows

Some images like "test/Bell_pepper leaf/IMG_1629.JPG?1507122477.jpg" contain characters not allowed on windows. Because of this it is impossible to clone this repository or download and then open the data as zip file.

I've created a windows compatible version of this repository without question marks in file names, shortened filenames where needed and renamed ambiguous filenames: https://github.com/AlexanderPeter/PlantDoc-Dataset-windows-compatible
