UTF8 broken

I tried to upload a CSV file that was encoded in UTF8. When it reached Google Drive, the diacritic/accent characters such as "enie" got broken.

Same/Similar issue, specifically with this character https://www.compart.com/en/unicode/U+2265 Comes through as different characters in Google Sheets, firstly ���, then ≥

Anyone any ideas?
