Any other way to implement pacpl as library?

While running script thrown

"FileNotFoundError: [WinError 2] The system cannot find the file specified: 'softkitty.flac'"

Then I figured out that "pacpl --overwrite -t flac ..." subprocess is not working because I don't have pacpl in my windows machine.
