Default buffer not working

The default buffer, that ST_AsMVTGeom has is not being applied to data I am trying to serve. The data is point data, which I am displaying a Voronoi polygons. Below I have attached two images. This first image shows the Voronoi polygons created from VT tiles served from minimal-mvt. In this image the Voronoi polygons do not line up because the tiles have no buffer. The second images is a case where there is a buffer (tiles served from pg_tileserv), so the Voronoi polygons line up.

I think this is a problem with ST_AsMVTGeom. Are you familiar with it?
