This is probably broken in docker, for buildah, I reported https://github.com/containers/buildah/issues/1305 some time ago.

Note that `--best` [is not the default ATM](https://github.com/rpm-software-management/dnf5/issues/934) so I'm going with `$ sudo dnf5 distro-sync --releasever 39 --best`

Marking those options as "mode" options looks like a correct fix. Thanks for the patch!
