By work-around I mean #1313 (faking `/sys/fs/selinux` to avoid libselinux's "enforcing/permissive" value to shadow-utils caller).
@ikerexxe the thing is; in-chroot there's no SELinux, neither enforcing nor permissive.
@nikromen suggested that we could measure the download speed @praiskup perhaps we can ask DNF team to implement this?

Wouldn't a simple script `koji-side-tag-mock-config` generating the mock-config (with include the default) help here?

See #1342. But I think that next time we should also pay more attention to providing updated mock-core-configs (with the new branched configs) earlier than this time (the [guilty release](https://rpm-software-management.github.io/mock/Release-Notes-5.5)...
