It is the builddep phase now. You though can not avoid it because BuildRequires need to be installed (somehow)? Should this rather be an RFE for dnf to not update...

Also the default.cfg could be non-symlink file doing appropriate include, if we had a good host detection. Having such detection in hand would e.g. allow us to remove `etc/hosts-overrides` hack.
