Added Typescript Section and Todo Application Tutorial with Typescript

Description

This changes adds a Typescript Section under the Web Applications section and also adds a Todo Application Typescript course under the typescript section.

Motivation and Context

This change is required because there are no courses or tutorials for learning Typescript and that is why this has been added.

How Has This Been Tested?

It has been tested by previewing Readme.md and clicking the course link to ensure it works as expected.
