Just remember to create an appropriate folder directory, machine-learning/algorithms for example, and describe your PR referencing this issue.

If you were talking about describing your code through comments or adding a README.md for describing your content, yes it should be done as it helps everyone viewing those files. This goes for everyone contributing.
