Bug description
I know when player choose mods, they are aware of what mod they've chosen. but what if they're having amnesia for a sec.

like in this video, since we not knowing which mod had already chosen and we've already closed the mod selecting page, it can only be told that HT is enabled by how slow the song is; which else then?

I looked at this briefly today but I think it only makes sense to address this after https://github.com/ppy/osu/pull/35117 so that the entire footer can be replaced with the new design. Or maybe if @smoogipoo is willing to let me steal the free mods button from that PR this can be done sooner.
Using the new footer hadn't even crossed my mind. Still need to add support for a right-aligned button in the footer for either playlists or here (idk maybe using the OsuLogo is acceptable?), otherwise that sounds like a good solution.

Is what I would do here, probably. Don't want to make ScreenFooter even more accursed than it already is.
If we can figure out a good disabled state / messaging (probably just a tooltip) then I'd go with logo.
