osu!mania key mods can be applied to mania-first beatmaps, even though they do nothing

Bug description

I was playing in Osu!Lazer, in multiplayer mode, in mania. I applied to some songs the 4K mod and when we hit play, the game ignores the 4K mod.

Specific key mods doesn't work on mania maps and only works on converts.

I think this should remain open and track the fact that this can be done in the first place. Either the key mods should work in such cases, or they shouldn't be allowed to be applied.

Key mods have not been disabled.

This occurs without multiplayer as well.
