Add `Changes to osu! Star Rating & Performance Points` news post
Some good maintenance is probably required on this (like adding the banner and making sure links are correct). It's been proof read by the other committee members to check for correctness.
Also I'll come up with a good signoff line shortly, I just didn't want to let it collect dust while I think 😅

I'm admittedly not sure whether this is the right place for that, given that this newspost is for osu! changes and the refactor has had effect in both osu! and taiko changes in this deployment.
I consider osu! to be a master document of sorts. Also the change was only relevant for osu! at the time.
Did a preliminary reword pass on this - it mostly seems good to me save for a bit of perhaps overly technical writing in parts, but generally conveys the scope of its intended changes and the reasoning for them fairly well.
The skill refactor section may need to be moved to be earlier in the article, as currently it is referenced for the POSSESSION fix first, then explained in depth several headings later, which feels a bit weird.
Let's move it up then - that makes sense to me
Simplified and moved the previous section somewhere more logical. Tried to condense it as much as possible, a great deal of it was referencing technical/conceptual things that I think will go over the heads of most readers. Or I'm just stupid. Possibly a bit of both.
