Rewrite the `How to time songs` guide and improve it with reference material

I'm not sure how it could be incorporated into the article, but I think we should add pishiphat's timing video to the article somewhere https://www.youtube.com/watch?v=xauZuMPgiQw

imo the whole guide needs to be rewritten:

• I've made it ~8 years ago, and while timing mechanics haven't changed, other things have
  • like best practices
  • or references
  • or my ability to churn out prose directly in English (the present guide is a translation from Russian, and it was an immensely poor one at first, so some things may have been lost)
• English and Russian versions differ by a lot
• I wanted to reorganize the whole timing/music theory section and the rewrite was a part of it

tentatively assigning this to myself unless someone else (like Davvy) wants to pick it up
