Add ability to get notifications on certain categories of the new beatmaps

I am as an example: I'd like to be notified about NEW RANKED and PENDING beatmaps, only ROCK genre, ENGLISH and INSTRUMENTAL language for osu! and osu!mania rulesets.

Probably could be implemented easily by adding a single button in the beatmap listing page like "subscribe for selected filters"
