Allow host mapper pin other users' comments

Currently beatmap host can pin their comments only, while it's still possible to get a different comment being pinned by asking GMT/NAT members. I feel it might be a good addition to let mappers pin other comments as well by themselves in order to support a good joke or discussion.

I've seen some mappers pinning a link to another comment so maybe this should just be supported directly.
