osu-web Increase visual prominence of announcement messages

From my understanding announcement messages are supposed to be important things that you do not want to miss, yet they can still be dismissed by clicking "mark all as read", ignored in an already endless stack of notifications (many people, especially mappers seem to have 100+ notifs) and just generally are no different than receiving a chat message, as they both will show a 1 in the same notification bubble.

They send a special notification email though, right?

I haven't received any, but I also have chat emails turned off (altho announcements may want to overwrite this preference).

@arflyte any ideas for this? i can agree that users with announcement level notifications should be made well aware of their presence.

Hmm, maybe we can make important announcement stacks at the top and they can only be dismissed individually?

Sorting them to the top and making them manually dismissable only seems like a start, however that assumes people click on the notification icon in the first place. Some visual indicator on the notification icon itself probably would be good as well
