Quotes in searches don't result in expected exact match

The quote for thing: search is to allow partial search of multiple keywords artist:"the sixth".

I don't think there's support for exact match at the moment at all although I believe such matches are currently ranked higher (if there's any).

There's also problem with example search above there's just no ranked maps by the specified creator.

It's a bit better when searching for any maps: https://osu.ppy.sh/beatmapsets?q=creator%3D%22rai%22&s=any
