Prohibit inserting cyrilic characters on #osu

The simplest way to stop people from speaking in russian on english channels - just prohibit cyrilic alphabet on all channels exept #russian and #bulgarian. You should not need cyrilic on #osu

If we're going to action on this, it should just detect and redirect the message to be posted to the correct channel.
