add exception for help forum posts to still reply

iirc it's already like this in Off-Topic.

In Help forums that would be useful since some users are usually replying to something, then later want to reply again (but necessary to edit reply instead).

I think this limit can/should be removed from help forums too because users tend to reply something, and then cannot reply again if it helped

If they only edit, it's not all at the top again and hard for us to catch too

I think this just requires a change to the DOUBLE_POST_ALLOWED_FORUM_IDS env var to include the Help forum ID:

As someone who's active on the Help forum, I'd tend to agree with OP that it would be useful to allow double-posting there. If you're helping someone troubleshoot and think of something else after your initial comment, editing means they may not see it if they're already trying steps from your first comment. Helpful for OP too if they end up resolving an issue soon after failing previous troubleshooting steps. Personally I'm quite driven by notifications when helping people on that forum.
