[Feature request] Create new page that displays all osu-web removals

Currently when the GMT/NAT remove any forum post, comment or beatmap discussion, the logging of the removal is done by a 3rd party script (example), after speaking to peppy he suggested that a history page could be added to osu-web that would contain these removals, eliminating the need to use scripts.

For ease of use for internal teams we would need to have some filtering present, such as filtering per user (name/ID), and filtering based content type (comment, beatmap discussion, forum post). Another nice-to-have would be the ability to get the silence command copied with the appropriate reason (example of the command that copied from the 3rd party script).

The primary use of this is to provide further context to the GMT, NAT, and support as to why silences were issued to users after the inappropriate content is removed, since the silence command only displays the manually written reason, and not what the actual content was

Without the 3rd party script no team member would know why a silence was issued unless directly stated by the team member issuing the silence or manually following up

It could be, as long as the ASS embed would contain the user ID, the content that was removed, etc. (which it already does for other removals). Considerations would need to be made regarding the delete button on the website though
