Disallow adding help forum tags in title for normal users

I understand how the tags/icons work in help forums and I personally wouldn't know any fix for this "issue"... however, normal users are technically also able to add icons / move thread location by adding [resolved] , [confirmed] , etc. into their thread title.

Only noticed this because a thread with [RESOLVED] in thread title (added from poster) moved places from Help to Resolved Issues without any moderator action. I think this shouldn't happen tbh.

It's kinda how it's always been and intended to an extent, so dunno.
