Best real time compression algorithm?

Hello, may I ask what is the most efficient general-purpose video compression algorithm that can decode in real time for a consumer-grade card like, say, a 4090?

Is there any neural network algorithm that could be worth looking into? or should I look into h266 or AV1?

I am considering >60fps and low latency in decoding.
