Some popular ftp clients have problems with filenames in an other encoding. Is the server faulty or is the client faulty.

I would say leave the server as is handling the file list in UTF-8 and advice people to use up to date clients. Total commander 8+, Filezilla, FireFTP, LFTP are examples of awesome FTP clients.
