Support TerminalsConnectionAction in OperatorStrategies

Describe the current behavior

On powsybl-core actions API side, we can define TerminalsConnectionAction-s (since https://github.com/powsybl/powsybl-core/releases/tag/v6.2.0, see https://github.com/powsybl/powsybl-core/pull/2843), but no python bindings are provided.

Describe the expected behavior

Python bindings are available to define TerminalsConnectionAction-s

Describe the motivation

e.g. in case of bus branch model is used and there is no switches
