Harmonize reactive limits support for all ReactiveLimitsHolder

  • What is the current behavior?

Only generators have full suport for reactive limits: get/update/create.

  • What is the expected behavior?

Instead, we should support the same thing for all ReactiveLimitsHolder, which means in practice for Battery and VscConverterStation.
