Describe the current behavior

UCT export is possible only from bus-breaker networks

Describe the expected behavior

UCT export should be possible for npde-breaker networks, a minima for UCTE networks using UCT naming conventions. Only fix I see is not checking so strictly the length of nodes ID (length >=8 instead of length == 8)

Allowing UCT export when UCT naming convention is respected

It might need a specific naming strategy depending on the user: it is not an easy thing to have a mapping fitting all business needs. To be determined: is it possible and/or interesting to have a default naming strategy to convert node-breaker into bus-breaker? At the very least the current naming strategy should throw a explicit exception in node-breaker...
