[CGMES EQ import] Remaining issues

• Do you want to request a feature or report a bug? Features to be implemented

• What is the current behavior? CGMES import with only an EQ file imports all components but some information (particularly regulation information) is lost.

• What is the expected behavior?

• If there is information in RegulatingControl (particularly regulating terminal), it should be kept and missing info should be replaced by default values if possible and NaN if not (with possibly regulation status correction in this case)
• Some regulating terminals are lost because there are for example switch terminals: a mapping of equivalent terminals without using Topological Nodes (with Connectivity Nodes ? Aliases ?) should be possible
