[h3mlib] Add support for HotA format

There is a branch in which I have started implementing support for the HotA .h3m format in h3mlib and h3mconvert. I intend to continue this work where I left off when I have time to prioritize it.

Done definition: h3mlib and h3mconvert supporting parsing and conversion of HotA maps
