My two cents on this: using the pmbootstrap tag works, and I think it's simple from an user's perspective to just have one repository where they can report the bugs (at least for the most part, we do have own osk-sdl and charging-sdl trackers).

Maemo Leste for example has a lot of components, and they only have one repository for bug reports over the whole OS.
