fix: The init command fails without an error message.

No error is reported when file creation fails。 Run the following command，backup catalog root directory was not created. Because /backups does not have permission.

pg_probackup init -B  /backups
INFO: Backup catalog '/backups' successfully inited

In this case, the error message should be given.
