Add support for htlm decoding or URL on click tracking.

Occasionally, when you use the tracking support on postal and the links have some query parameters (example a reset password message from Keycloack) then the redirect URL is rendered with HTML escaped content resulting in a wrong redirect.

@adamcooke please you see any error on this? this is affecting us and with this patch fix the bug. I think that this fix to a bug is being ignored.
