Upload PR Smoke test results to TestRail

We currently upload our nightly smoke test run results to TestRail. Now that we run a subset of the smoke tests as part of the PR workflow, we should add them as well.

As part of the work, we need to come up with a good way to organize the runs/results to make them easy to find and read in TestRail.
