Moving the 1.2.x px-backup, px-license-server and px-monitor charts to deprecated_charts directory.

What this PR does / why we need it: To avoid confusion, moving the old 1.2.x charts to a separate directory. px-central chart has the support to enable/disable px-backup, px-monitor and px-license-server modules.
