Support EIP-1102 and add 'eth_requestAccounts'

Heya, We're looking at implementing portis, and I realised that the 'eth_requestAccounts' rpc method is not supported by the portis provider.

Is there a reason to why? it would seem a few popular wallets support it (metamask, walleling, walletconnect)

It would be nice for this method to be implemented.

On another note, is 'personal_sign' supported?
