Establish portier-announce mailing list

Before we launch 1.0, we need an announcement mailing list for folks using Let's Auth, so we can notify people of changes that might require effort on their part.

E.g., we discover a bug in the daemon, or Google changes their OpenID Connect endpoint.

No need to move on this until we get closer to 1.0.

In addition to this, I was asked for an RSS / Atom feed on news and updates. Maybe whatever mailing list service we'll use can provide this for us? But depending on how much we want to communicate, we may also want to make categories for actionable announcements and more casual news.
