[CLI] `porter connect kubeconfig` for EKS cluster does not respect manual option

Steps to reproduce

1. Have an EKS cluster in the kubectl current context
2. Run porter connect kubeconfig to connect to a different EKS cluster, not linked in kubectl.
3. The cluster will not be connected properly.

Additional Details

It also does not prompt for the cluster region, so something seems off here.
