The update the dockerconfigjson written by docker-credentials-helper throws an error when using docker-compose locally.

Error:

docker.errors.DockerException: Credentials store error: StoreError('Credentials store docker-credential-porter exited with "Get "http://localhost:8080/api/projects/17/registries/ecr/ca-central-1/token": dial tcp [::1]:8080: connect: connection refused".')
