Brave Portable bloats system's Program Files directory

When Brave Portable is updating the Shield filter lists (those visible under brave://settings/shields/filters), it creates unwanted directories unter C:\Program Files. The directories are called "chrome_url_fetcher_0123_0123456789". 1 folder is created per list update.

Please take a look at my demonstration:

Steps to reproduce:

• Start an Explorer window and go to "C:\Program Files"
• Go to brave://settings/shields/filters
• Enable some filters and watch the "Program Files" dir getting bloated

I'd expect these temporary files to be located in the Brave Portable directory.
