Horus 4FSK decoder app

Hi! It would be really cool to see Horus4FSK decoding functionality. It's a simple 4-FSK protocol used e.g. in hight altitude balloons.

Hei @sp9dev, have you though on forking one of the current apps and implementing this decoding yourself?
